Charles L. Howarth (died 1956) was a teacher who served on the Billerica School Committee from 1935 to 1946 and, for most of the same years, on the Board of Selectmen, from 1939 to 1948. The memorial page in the town report calls him Professor Charles L. Howarth, and when his name was drawn for jury duty in 1936 his occupation was given as teacher. On February 17, 1920, Charles L. Howarth of Lowell married Gladys M. Holden of Billerica.
He was elected to the School Committee in 1935. In 1938 the committee was chaired by Edward W. Cousins, with Chester W. Myers as secretary and Howarth as "Vice-Chairman and Purchasing Agent," buying supplies for the schools. By 1943 he was the committee's secretary.
In 1939 he was elected a selectman while still on the School Committee, joining a board chaired by Frank A. Kelley. Through the war years he and George S. Gracie formed the committee for highways and bridges, and he kept that work in 1946 and 1947 with William M. McNulty. Like the other selectmen he was also a fence viewer. In the March 1948 election he polled 719 votes and lost his seat, as did Gracie.
Howarth died on December 31, 1956. The 1956 town report printed an In Memoriam notice recording his service on the School Committee and the Board of Selectmen.
