The Amos Carlton House stood on the south side of the old road now called River Street Extension, just west of the Old Middlesex Turnpike, on the west side of the Concord River in the westerly part of Billerica. The 1853 Walling map marks it "H. Brown." Its owner was Hiram Brown, who farmed here from 1839 until about 1875. The house was older than its 1852 date suggests: when Brown bought the land in 1839 it already came "with all the buildings thereon," as part of the old homestead farm of Amos Carlton.

Amos Carlton, yeoman, made his will in 1831 and died about 1833 (probate 3939), leaving the residue of his estate to his sons Daniel and George. In February 1838 the other heirs, Amos Carlton of Chelmsford, Esther C. Warren, Joseph and Martha C. Warren, and Obed and Mehitable Stearns, released to George Carlton 72 acres "with all the buildings thereon ... being a part of the homestead farm of the late Amos Carlton deceased," bounded by the old road, the Middlesex Turnpike and the lands of Nathan Abbott, Zebediah Rogers, Benjamin L. Judkins and Joseph Jaquith, with a small triangular woodlot across the turnpike "near said dwelling house." The same heirs gave Amos Carlton Jr. of Chelmsford the 19 acres running from the turnpike down to the river.

On April 1, 1839 George Carlton sold Hiram Brown of Billerica, yeoman, the northern 48 acres "with all the buildings thereon" and the 2 1/2-acre woodlot for $1200, taking back a $700 mortgage. Brown then added the river land piece by piece: ten acres of meadow from Amos Carlton in 1843, starting "at the southeasterly corner of the abutment of the Turnpike Bridge over Concord River"; ten more acres of meadow and woodland in 1849, bounded by "the road formerly known as the Middlesex Turnpike," which had been given up as a toll road by then; the 17-acre Stearns lot from the widow and heirs of Obed Stearns in 1863; and 15 acres from the executor of Amos Carlton Jr. in 1865.

Brown later moved to Lowell, where he laid out and sold house lots. In January 1875 he sold the house lot with its buildings to Samuel F. Fessenden of Lowell for $2000, keeping a cart path to his meadows. Fessenden sold it that September to Israel Newhall of Stoneham, and in 1880 Brown, then living in New Boston, New Hampshire, sold Newhall the remaining 53 acres of river land. Newhall sold the reunited farm of about 104 acres "with buildings" to Charles B. Wood in 1891, Wood sold it to John O. Richardson in 1892, and Richardson sold it in February 1894 to J. Nelson Parker, who had it surveyed by Osgood and Snell that June.

J. Nelson Parker died in 1922 and left the farm to his wife Charlotte S. Parker, who died in 1925. When Middlesex County built its new Middlesex County House of Correction in Billerica under an act of 1929, the County Commissioners took 18 1/4 acres at the corner of the Middle Bridge Road and the Old Middlesex Turnpike in November 1930 "for the purpose of disposing of sewage from the buildings of said new house of correction." In January 1931 the Parker children, Frances Parker Farquhar and George N. Parker, and Mrs. Farquhar as trustee under her mother's will, sold the County the rest: 94.72 acres between the road, the turnpike and the river, "to the Southeasterly corner of the abutement of the Old Turnpike Bridge," with two small lots across the turnpike.

The land became the prison's sewage works. The old farmhouse was taken down in 1969, and a sewage treatment plant and the town dog pound were built there about 1970. When Middlesex County government was abolished in 1997 the land passed to the Commonwealth, and in 2004 the Commonwealth released the 68 acres "along the northerly side of the Concord River" to the Town of Billerica, in exchange for Town land on Treble Cove Road, for municipal use with conservation restrictions. The Town's water treatment plant, completed in 2005, stands on the site.
