On April 30, 1893, after nearly twenty-three years of mercantile business in Carlisle, Sidney A. Bull retired to the Paul Hill house in Billerica Center. He developed the 12-acre farm, particularly as a fruit orchard and sold insurance on the side.

In 1894, he built the three-story "Central Block" on land next to his house. His brother, John E. Bull was the first occupant, operating a "fancy dry goods and furnishing store" for more than 30 years.

In 1954, Jeremiah P. O'Connor opened a hardware store in the location, before moving to Tower Farm Rd in 1973. This building was demolished to make room for a shopping plaza.
