Heritage Heights is a neighborhood in Billerica east of Boston Road (Route 3A) and the Boston and Maine Railroad, between Boston Road and Pond Street, with streets named for American historic houses and the colonial past. The "Definitive Plan of Heritage Heights, Billerica, Mass.," owned by Visco Incorporated and drawn by Emmons, Fleming & Bienvenu, Inc., engineers and surveyors, of Billerica, is dated November 1967. It was approved by the Planning Board on November 26, 1967 and recorded on December 12, 1967 in four sheets (Plan Book 106, Plan 51). It laid out Heritage Road from Boston Road across the railroad, Mt. Vernon Avenue, Monticello Circle and Eastview Avenue, in lots of about 25,000 square feet, beside land of Colvin, Farmer, Hogenson and Rosatto.
Much of the tract was registered land. Emmons, Fleming & Bienvenu's April 1967 plans were filed with the Land Court as Land Court Plan 34956-A, fifteen lots on Heritage Road and Monticello Circle near Boston Road (registered December 31, 1969), and Land Court Plan 31951-A, four sheets reaching to Pond Street (registered January 5, 1970). Plan 31951-A also laid out Homestead Lane, Patriots Lane and Farmers Lane, the name first given to Mount Vernon Avenue. Dana F. Perkins & Sons drew later Land Court plans for the tract: 31951-B (1973), 31951-C (1974) and 31951-D (1974), the last for Gatecliff Street and Fountain Street. Rockmere Road is also on Plan 31951-A. Houses went up from the late 1960s into the 1990s.
