Housing Authority
The Billerica Housing Authority was established by vote of the 1963 annual town meeting under Chapter 121 of the General Laws. It has five members: four elected by the town for five-year terms and one appointed by the Governor (the "State member"); by 2025 one of the seats was held by a tenant member. The Authority opened its first project, 64 units of elderly housing named for board member Oliver P. Greenwood, in 1968, and by the 1990s managed about 259 units of public housing as well as family housing and Section 8 rental programs. Day-to-day operations are run by an Executive Director (Ruth M. McCue from 1968, Carol A. Ford until 2002, Philip M. Hubbard from 2003, later Robert H. Cox and, from 2015, Robert M. Correnti).
