Plaza 129
Plaza 129
258 Salem Road is a one-storey concrete-block strip plaza on the northeast side of Salem Road (Route 129) at the corner of Kitchen Avenue, written Ketchen Avenue in the town's records, in East Billerica. The assessor lists it as "Plaza 129", after the route number, and that is the name it goes by locally: a 2008 Billerica Memorial High School yearbook entry recalls "129 plaza nights", and one of its later tenants called itself Barre 129. The building has about eleven storefronts on 1.83 acres, with parking in front on Salem Road.
The land was part of the farm of the Brown Family Homestead, held by George Brown and his descendants from the early 1700s. In 1794 the Brown heirs sold the proprietors of the Middlesex Canal a five-rod strip across the farm, and the old canal line still forms the rear boundary of the plaza lot. After the Browns sold the homestead in 1866 it passed through Albert R. Richardson, Nathan Fletcher and Herbert A. King, and in 1886 Samuel H. King sold Herbert B. Kitchen (Ketchen) "a certain tract of land with a dwelling house and barn thereon containing ten acres more or less", running from the Wilmington road (now Salem Road) at the schoolhouse land back to the old canal. The Ketchen family kept the ten acres for almost eighty years. In 1953 Town Meeting voted, 172 to 5, to rezone "land owned by Chester Ketchen on Salem Road" from the corner of Ketchen Avenue to the canal from residential to business, the first step toward the stores that line this part of Route 129.
In January 1965 the Ketchen land was divided on a compiled plan by James B. Monahan into Lot A beside the Richardson School, Lot B with the old house (now 248 Salem Road) and Lot C, 4.2 acres of road frontage running to Kitchen Avenue, and Lots A and C were sold to M & T Construction Corporation. In June 1972 M & T cut Lot C into four lots on Salem Road backing on the "Middlesex Canal", with Lot 1 beside the "Seven Eleven Store". Early in 1973 the company deeded Lots 1 and 4 to R & G Realty Trust and Lots 2 and 3 to the Munro Family Trust of Malden, which bought Lot 4 from R & G Realty Trust the same year.
The plaza was built by the Tanden family of North Billerica, the developers of Tanden Plaza South and Tanden Plaza North on Boston Road. Their Tasha Group Development Corporation, of 131 Boston Road, bought the still vacant Lots 3 and 4 from the Munro Family Trust in November 1984 for $44,000 and had Fleming, Bienvenu & Associates combine them as Lot 10, 79,615 square feet in a "Neighborhood Business" zone. In October 1985 the corporation transferred the lot, now "with the improvements made thereon", to the family's Bosmer Limited Partnership, so the building dates from 1985 rather than the 1980 often given. Bosmer financed the plaza with a mortgage to Patriot Bank. The debt went unpaid in the banking collapse of the early 1990s, and on December 11, 1991 the Federal Deposit Insurance Corporation, as receiver of the New Bank of New England, sold "258 Salem Road" at public auction. The winning bid of $180,000 came from Laine Realty Trust, which also paid about $86,000 in back taxes and still owns the plaza.
The town's personal property tax books, which list businesses from 2003, show a steady mix of neighborhood shops. The longest-running tenants are Silvio's Pizza (2003 to the present), We Frame It (2003 to the present) and Radiant Venetian Blind Co. (2003 to the present). The Deli Mart Convenience ran the corner store from 2003 to 2013, followed by Shriji Group from 2014, and Tiny Tikes Preschool used two units from 2003 to about 2016. Dance and fitness studios have been a fixture: Debbie Strang Dance Center (2003 to 2011), Gotta Dance (2015 to 2017), Ideal Weight Loss (2016 to 2018), NDB Fitness (2018 to 2020) and Barre 129 (2018 to the present). The restaurant unit has housed 28 Restaurant (2003 to 2010), Pho N Roll Chinese Food (2012 to 2013), Li's Garden Chinese Food (2014 to 2015), No. 1 Sze Chuan Garden (2016) and Khao Hom Thai & Pho (2017 to the present). Other tenants have included hair and nail salons (Salon Mystique, Hair Essentials, Peter's Hair Salon Tan & Spa, Art Nails & Spa, The Glam Factory by Emma R), photographers (Caldwell Photography, Pendleton Photography, Studio Monet), Advanced Health Massage & Yoga, Floral Essence, Billerica Video Palace (advertised at 256 Salem Road in 1997 and 1998), and contractors' offices such as Simply Roofing and Bruno Brothers Plumbing & HVAC.
