Samuel Ruggles (born 1770) was a grandson of the Rev. Samuel Ruggles, Billerica's second minister, who grew up in Billerica and spent his adult life in Boston. He was born on August 3, 1770, the youngest son of Joseph Ruggles, a clothier, and Sarah (Robey) Ruggles of Sudbury, who had married in 1749. In 1784 his father sold the clothier Timothy Sprague four acres between the highway and the mill pond at what became North Billerica, with the right to draw water for a fulling mill. Joseph Ruggles died not long afterward, and on November 2, 1785 Samuel's older brother Joseph Ruggles gave bond in the Middlesex Probate Court as his guardian.

Hazen records only that he lived in Boston and that his second wife was Elizabeth Haskell. Their children were Eliza, who married Dr. Nathaniel Prentice and then Samuel L. Lawrence; George, who lived and died in Boston; Sarah Ann, who married a Randall; Charles, who married Mary J. Cutler and died in Medford about 1870; William Henry, who died in Lincoln in 1878; John Haskell, who died young; and Mary, who married a Howard and was living in Northfield in 1883. His brother Joseph also lived in Boston for some years but came back to Billerica in 1808 and died there in 1833. When and where Samuel died has not been found.
