Sealer of Weights and Measures

The Sealer of Weights and Measures tests, adjusts and seals the scales, weights, liquid measures, gasoline pumps and other weighing and measuring devices used in trade in town, condemns inaccurate ones, and collects sealing fees for the town. The town paid for sealing its hay scales and weights and measures as early as the 1860s (O. M. Blodgett in 1865-1866, J. E. Blodgett in the 1880s), but a Sealer first appears in the printed lists of town officers in the 1895 report.

The sealer was chosen annually at town meeting and paid a small salary ($50 a year before 1914). By the 1930s the office was an appointment of the selectmen; Edward M. Mahoney held it for over thirty years and was certified under Civil Service in 1950. From 1979 to 1997 Alfred D. Laing, of Burlington, served as a permanent part-time sealer.

From 2003 the town contracted the work to the Northern Middlesex Council of Governments (NMCOG), whose staff (David Tilton, Leon Swiniarski, with deputy sealer Maurice Lefebvre) served as Billerica's sealer under the regional weights and measures program. After NMCOG discontinued that program, the 2025 town report lists the Building Commissioner, Mark LaLumiere, as sealer.
