Skyline Development is a neighborhood north of Billerica Centre on land of Roger Toothaker west of Pond Street. Skyline Drive began as the private way to Toothaker's house, built about 1960, and was first laid out as a street on the "Definitive Plan, Skyline Development, Billerica, Mass., belonging to Roger Toothaker," drawn in February 1964 by Henry Shaffer and Associates of Nashua, New Hampshire, approved by the Planning Board on March 31, 1964 and recorded on April 8, 1964 (Plan Book 99, Plan 163), with ten lots of 25,000 to 64,500 square feet on a street about 990 feet long. Toothaker's second plan, the "Definitive Plan, Skyline Drive Development," drawn by Atlantic Engineering Associates of Nashua, approved on December 24, 1964 and recorded on December 28, 1964 (Plan Book 101, Plan 47), carried Skyline Drive south to the new Mulberry Lane from Boston Road, with nineteen more lots. Roger and Gloria Toothaker added Abbey Lane, with four lots, on the "Definitive Subdivision Plan of Abbey Lane," drawn by the K. J. Miller Company of Wilmington and recorded on August 8, 1968 (Plan Book 107, Plan 57). Most of the houses were built from 1967 to 1969.
