The Talbot Mills, a historic industrial complex in Billerica, were established in 1857 by Charles and Thomas Talbot. Initially managed by Charles Stott, founder of the Belvidere Woolen Co. of Lowell, the mills quickly gained prominence in the textile industry. In 1862, the Talbot family assumed full control of operations, overseeing the production of various textile goods, including flannels, cassimeres, cheviots, and military olive drabs.

The mills initially relied solely on water power, but in 1880, the company's manufacturing capabilities were doubled. It is presumed that during this expansion, the 60' x 60' boiler-engine house was constructed. In 1857, the company boasted 8 sets of cards and 50 looms, and by 1890, these figures had risen to 20 sets and 178 looms. The Talbot Mills reached its zenith in the 1920s, operating with 20 sets of cards and 228 looms, employing a workforce of 450 individuals. At this point, it stood as one of the nation's largest woolen companies, excluding those operating multiple mills.

Notably, the Talbot Mills retained large numbers of worker housing units, providing approximately 150 units at affordable rates to its employees. The company's commitment to its workforce and community was a distinctive feature.

During the 1960s, the company temporarily suspended operations, and since then, the complex has been tenanted. Despite this, the majority of the original mill buildings remain intact, preserving their appearance from the 1922 era. The cornerstone of the complex is the 1857 mill, a brick structure measuring 210' x 50'. It underwent modifications, including the addition of a fifth story around 1880 and a change from its original steeply pitched roof to a shallow-pitched one. An ell was added to the west of the original mill around 1870, expanding to four stories in height and later receiving an additional story around 1880. Another extension on the north corner was constructed around 1880 and remains intact.

Additional buildings within the complex, excluding the office building facing Elm Street, were erected between 1880 and 1920. The two-story brick storehouse facing the original mill on the east side of Elm Street is a notable exception, dating back to 1857.

The Talbot Mills, with their rich history and architectural continuity, stand as a testament to Billerica's industrial heritage and the evolution of textile manufacturing in the region.
