The Billerica Mills district in North Billerica had been served by the Fordway School and later the "Old" Talbot School for over a century. There was also a single-room schoolhouse on Mt. Pleasant Street, across the river, which was succeeded by the opening of Union Hall and its classrooms. In the mid-1890s, the Pollard School opened in the center of town, and became a model for the evolution of schooling, away from the single-room district schoolhouses. As the Mills drew more residences to North Billerica, it became obvious that another centralized school was needed. In 1901, the town bought land from the Talbot Mills and began construction. The school opened in 1902. The classrooms closed at Union Hall and the town sold the "Old" Talbot School on February 21, 1903.

In early 1981, it was recommended that the Talbot and Howe schools be closed prior to the start of the next school year, with the Talbot children either bussed to the Dutile or walk to the nearby Hajjar. In July 1981, at a special Town Meeting, it was voted to convert the school building into elderly housing, a function which remains to this day.
