Town Clerk
The Town Clerk keeps the official records of Billerica: the town meeting and election records, the vital records of births, marriages and deaths, licenses and the voter lists (the clerk sits ex officio on the Board of Registrars). Hazen's History of Billerica (1883) lists the clerks from John Parker, who kept the records from 1653, through Dudley Foster, clerk from 1855 until his death in January 1895; Foster was also Town Treasurer for most of that time. The clerk was elected every year at the annual town meeting, later for three-year terms. Mildred A. Westhaver served for a quarter century (1946-1972); John F. Monahan, elected in March 1972, died six weeks later and Westhaver was recalled to finish the year. Shirley E. Schult held the office from 1991 until she retired in April 2023, when Donna J. McCoy was elected.
