Victory Park is a neighborhood in North Billerica between the Boston and Maine Railroad, Rogers Street and High Street. Its plan, "Victory Park, Billerica, Mass.," was drawn in September 1943 by Dana F. Perkins, civil engineer and surveyor, of Reading, and recorded on November 17, 1943 (Plan Book 66, Plan 1); the name belongs to the war years in which it was drawn. The land had formerly been owned by the C. P. Talbot Company. The plan laid out a loop of road, marked "Old Road," through the tract, with 55 large house lots of about 18,000 to 107,000 square feet fronting on it and on Rogers Street and High Street.

The loop became Victory Road, built up from about 1955, and the rest of the tract was redivided in the 1960s with Oxford Road, Balmoral Drive and Whitegate Road.
