William G. Greene Jr. represented Billerica in the Massachusetts House of Representatives for eighteen years, after two decades in town government. He was born in Stoneham, Massachusetts, on April 24, 1940, and studied at Northeastern University.

He was a Billerica town meeting member from 1970, and the moderator appointed him to its committees: he was vice-chairman of the Finance Committee in 1970 and 1971 and its chairman in 1972, and in the early 1970s he also chaired the Capital Outlay Committee and the Quorum Committee. Elected to the Planning Board in 1978, he was its chairman by 1980 and served until 1983. In 1985 he was elected moderator, and he was re-elected in 1988 and 1991, presiding over Town Meeting during the charter review of the mid 1980s.

In 1992 he won the Democratic primary for state representative and in November defeated the Republican Olga S. Symes, carrying Billerica 10,120 to 6,318. He took his seat in January 1993 and left the moderator's chair; at the 1993 annual town meeting he thanked the body for its support and congratulated his successor, Maureen Sullivan. He represented the 24th Middlesex district from 1993 to 2003 and, after redistricting, the 22nd Middlesex district from 2003 to 2011. He did not run again in 2010 and was succeeded by Marc Lombardo. On his retirement Billerica Access Television gave him its First Amendment Award for his many contributions to the town.

He remained active in Billerica after leaving the legislature. He chaired the Charter Review Committee whose revision of the town charter, dated 2016, was presented to Town Meeting in 2017, and in 2019 he was again elected a town meeting member from Precinct 9. He has also been a member of the Billerica Historical Society, the Billerica Friends of Music, the Billerica Irish American Club, the Elks and the Knights of Columbus.
