Onorio Cerrato was a Billerica Town Meeting member in the 1970s and again from 2008 to 2018, and served on the Finance Committee and on several of the town's study committees. In 1970 he was a Town Meeting member for Precinct Five and the secretary of the moderator's Public Safety Committee, under chairman Roger L. Trottier and vice-chairman Charles J. Faria, whose members included Chief Joseph L. Ryan and Chief Paul H. Roper. From 1972 to 1974 he was on the Finance Committee, appearing in the committee's 1972 photograph in the town report, and in 1973 he was its vice-chairman under chairman Richard A. Roberts. He was later a Town Meeting member for Precincts Nine and Eleven, re-elected in 1973, 1975 and 1978.
On July 8, 1975, he was appointed to the Town By-Laws Study Committee, which the 1972 town meeting had set up under Article 84 to revise the town's by-laws, and he served on it until February 1977. In June 1977 the moderator appointed him to the committee created by Article 53 of the May 26, 1977, town meeting to study withdrawing from the Northern Middlesex Area Commission and joining the Metropolitan Area Planning Council, under chairman George A. Weber. He was one of the trustees of the Billerica Public Library Board appointed on July 10, 1978, under chairman Helen L. Potter.
In 2000 he was a member of the town's Millennium Committee. He returned to Town Meeting in 2008 as a member for Precinct Six, elected by caucus, and later served as the precinct's clerk. In 2009 he was appointed to the Recreation Commission, from which he resigned that October, and in the same year the Board of Selectmen appointed him to the Town Manager Screening Committee; the Rules Committee noted that he had withdrawn his application for its own seat on that committee for that reason.
