Cyril D. Locke was a graduate of Yale 1912 and Arcadia University A. M. 1913. After graduation, he taught at Mercensburg, PA; Haverhill, MA; and Red Deer, Alberta. In 1925, he was selected to become the principal of the Howe School in Billerica, a post he held for nearly 30 years.
In 1946, he was the acting superintendent after Eugene Vining had retired a second time, and Harold Chittim abruptly left.
