Mitchell Estates is a neighborhood near Billerica Centre between Concord Road and French Street, laid out on land of the Mitchell family. The "Plan of Land of Mitchell Estates, Billerica Centre, Mass.," dated April 28, 1935, was surveyed and drawn by G. M. Jacobs and recorded on December 7, 1935 (Plan Book 59, Plan 16); it was approved by the Board of Survey. Alexander H. Mitchell had laid out Pine Knolls in West Billerica a few years before, and the plan shows the house lot of Mary H. Mitchell on Concord Road.
The plan laid out Mitchell Road from Concord Road east toward Blanchard Avenue, with Campbell Road, Stuart Road, Hall Street, Maxwell Road, Charles Terrace, Anderson Avenue and Symonds Street, in house lots mostly of 10,000 to 18,000 square feet around a pond, larger than the cottage lots of earlier Billerica developments. A subdivision of part of the plan along Concord Road and Mitchell Road was drawn by Jacobs on October 7, 1938 (Plan Book 61, Plan 77).
Building came slowly. Mitchell Road dates from the late 1940s and Campbell Road from about 1960; Maxwell Road was built in the 1980s, and Stuart Road, Hall Street, Charles Terrace, Anderson Avenue and Symonds Street were not built as drawn.
