Sartell Circle
Sartell Circle is a short private cul-de-sac, about 300 feet long, off the east side of Baldwin Road in East Billerica, beside the Billerica Country Club. It is a real street, though it has a single address. It was laid out on "Sartell Estates, Definitive Subdivision Lotting Plan," drawn by Noonan & McDowell, Inc., of 25 Bridge Street, Billerica (Malcolm Parker McDowell, land surveyor), dated March 20, 2007 and prepared for Sheila Sartell of 57 Baldwin Road. The plan redivided two house lots of a 1971 plan, on which stood the houses at 55 and 57 Baldwin Road, owned by members of the Sartell family, into Lots 3A, 4A and 5, and showed "Sartell Circle" as a proposed road 40 feet wide ending in a turnaround 60 feet in radius, with the new Lot 5 at its end. The Planning Board approved it on May 7, 2009; the town clerk certified on October 21, 2010 that no appeal had been filed, and the plan was recorded on February 14, 2011 (Plan Book 232, Plan 85).
The way had been prepared at town meeting: on a citizens' petition argued by Sheila Sartell, the third session of the fall town meeting, on October 8, 2002, voted 127 to 13 under Article 43 to rezone the two lots at 55 and 57 Baldwin Road from Rural Residence to Village Residence, and the 2007 plan notes that the land "lies entirely within a Village Residence zoning district." The Planning Board certified on July 23, 2012 that the work required by the subdivision covenant was complete and released Lot 5 for building. The house at 1 Sartell Circle, the only one numbered on the street, dates from 2014; the two older houses keep their Baldwin Road numbers. No acceptance of Sartell Circle as a public way was found. The street is named for the Sartell family, who owned and subdivided the land.
