Talbot Mill Worker Housing
Talbot Mill Worker Housing
This two-family house at 31-33 Old Elm Street (31-33 Elm Street until the street was renamed) is one of the company houses that C. P. Talbot and Company built in North Billerica for the workers of its woolen mill. It stands on what was called "the Common," the triangle of land between Elm Street and Lowell Street in front of the mill. Charles H. Kohlrausch, recalling the village, said three company houses were built on the Common in the early 1860s; this is one of them, with its neighbors at 27-29 Old Elm Street and 2-4 Lowell Street. The house appears on the 1875 map. It is a plain side-gabled duplex of the local company type, now covered in aluminum siding, with a later portico.
The land was part of the old Osgood mill grant on the west side of the Concord River. The heirs of the Carleton family sold about forty acres there to Thomas Richardson in 1783, and in 1794 Richardson sold it to the Proprietors of the Middlesex Canal, who held it until 1851, when the canal company sold its Billerica mill property to the brothers Charles P. and Thomas Talbot. The Common was "parcel G" of that deed. In 1884 the Talbot heirs and partners conveyed the mill and its land, including the Common as part of "the fourth parcel," to the new corporation, Talbot Mills, which rented the houses to its operatives for the next fifty years.
In 1936 the company had its village surveyed into house lots by J. C. and W. T. Monahan ("Plan of a Portion of Property belonging to The Talbot Mills, North Billerica, Mass., showing division into lots," Plan Book 60 Plan 28) and began selling the houses. On September 30, 1936 it sold this one, Lot 55 on Plan "B," "the land in said Billerica with the buildings thereon situated on the northwesterly side of Elm Street," 74 feet on Elm Street and 4,982 square feet, to James F. Delmege and his wife Martha B. Delmege, who already owned the land next door to the southwest. The mill kept the right to its common sewer under the lot. James F. Delmege died on April 12, 1937, and his widow, then living in Stoneham, sold the house on July 1, 1946 to Donald E. and Elizabeth Bolton, noting that "the building on said premises is now numbered 31-33 on said Elm Street."
The Boltons sold to Donald W. and Beatrice H. Page in March 1949. The Pages mortgaged it to the City Institution for Savings of Lowell for $7,100, but within ten months, on January 19, 1950, they deeded the house back to the bank, which sold it the same day to new owners. It has since passed through a series of private owners, each deed reciting the one before: in 1951, 1957, 1973 (within a family), 1978, 1984, 1985 and 1986, and in 2013 to a limited liability company. The owners in 1974 and 1981 are named on the Historical Commission's survey forms. The house is in the North Billerica National Register district (1983) and the local historic district (1992).

| October 23, 1851 | Deed | The Proprietors of the Middlesex Canal, by Ebenezer Chadwick, President | Charles P. Talbot of Lowell and Thomas Talbot of Billerica, manufacturers and copartners | 1851 the Canal sells its Billerica land to C. P. and Thomas Talbot; parcel G is the Common, where the house stands | 618/97 (South) |
Billerica town book 19, pages 136-147. Dated September 22, 1851. For $20,000 the canal corporation releases "eleven pieces or parcels of land lying in the town of Billerica", each lettered on a plan by R. H. Eddy dated September 12, 1850 "hereto annexed and herewith to be recorded": the mill land at the falls, the wharf, the canal lands on both sides of the county road at Billerica Mills, and the Pollard and Rogers purchases of 1795 and 1799. Parcel C runs from the bridge over Concord River near the milldam past the sawmill and "the Dye-house and Canal waste-way", "crossing the Canal and partly by land of John Mixer" to "the County road leading to the Mills" and east along the road 270 feet to the canal bridge, 98,436 square feet "with all the buildings thereon standing"; this is where the Canal Block stood. The deed also releases the water rights of Thomas Richardson's 1794 deed (subject to the earlier grants to Francis Faulkner and Nathan Mears), reserves the canal for navigation until discontinued, and binds the Talbots to keep the flashboards on the stone dam and, after the canal closes, to keep up the two canal bridges or fill the canal into a roadway. Directors Ebenezer Chadwick, William Appleton and William Sturgis.

| October 16, 1884 | Deed | Thomas Talbot et al. | The Talbot Mills, Billerica | 1884 Thomas Talbot and others to The Talbot Mills, the fourth parcel, which included Lot 55 | 169/472 |
Known from the grantee index 1881-1900 (Talbot Mills-Billerica, index page 82): received October 16, 1884, "N Billerica. Several parcels, water rts, mill privileges &c, see record." Later Talbot Mills deeds cite it with Book 169 Page 468 as the deeds "from the Talbot heirs" to the new corporation (one recites a deed of Thomas Talbot et als. dated Oct. 15, 1884). The registry shows "Image is Unavailable" for Book 169, so the deed itself was not read; that it covered the land of the future Oval, part of the C. P. Talbot and Company property west of Wilson Street on the 1881 plan, is inferred.
