The Waiting Room was built for people waiting to transfer between electric trolley lines in the Center. It sat on the lawn of the Hillhurst Hotel, at the corner of River Street.

For $5,000, "a certain parcel of land with the buildings thereon situated in said Billerica, being premises whereof the late Joel Richardson died seized and possessed," bounded east by the highway from Lowell to Boston, north by Dudley Foster, west by Martin Lane, south by Josiah Richardson and the town's district school lot, west again by the town and south again by the road to Carlisle, reserving the right of the Bowers cellar (now owned by Fred H. Parker) drain; "being the same premises conveyed to me by Addison G. Proctor by deed dated July 1st 1882." Signed April 1, 1885, recorded April 15, 1885. George E. Stearns ran the house as the Hillhurst for about ten years (MACRIS).

Under a town meeting vote of July 12, 1915, the Selectmen (Burton C. Sanford, Ralph E. Manning, Josiah Wright) take "in fee by right of eminent domain for the purpose of erecting thereon an engine house" a lot "being the property of George E. Stearns of said Billerica," bounded south 75 feet by River Street, west 90 feet by land of the Billerica Building Association, and north and east by other land of Stearns: the southwest corner of the Locke house lot. Dated September 8, 1915, recorded September 9, 1915. The engine house was never built here, and the town gave the lot back in 1924.

For one dollar, the town returns the 75 by 90 foot lot on River Street "formerly being the property of George E. Stearns, now deceased," "being the premises taken in fee by right of eminent domain for the purpose of erection of an engine house thereon" in 1915 (Book 544, Page 118), under Article 34 of the annual town meeting of February 9, 1924, which voted to convey "the land now or formerly of George E. Stearns, seized in 1915 by the Town of Billerica as a site for a Fire House" to A. Warren Stearns. Dated March 3, 1924, recorded March 13, 1924.
