Dr. Orland Smith Marshall was born in South Windham, Maine, on November 30, 1892, and came to Billerica in the 1920s to practise as a physician. For more than forty years he looked after the health of the town's schoolchildren.
In July 1926, when a court ruling barred Dr. Maurice A. Buck from serving as school physician while he sat on the School Committee, Dr. Buck himself moved Dr. Marshall's election as his successor, and the superintendent reported that the new doctor had "entered enthusiastically upon his work." He examined Billerica's pupils and wrote the yearly medical reports as school physician and medical director from 1926 until he resigned on September 1, 1967, sharing the work from 1954 with Dr. Solomon G. Hajjar.
He gave the town much other service. He sat on the 1929 committee that studied a new water supply, and in 1931 he was one of the five first members of the Planning Board, serving until 1936. During the Second World War he was chairman of Selective Service Board No. 11, which had its headquarters in the Town Hall; the selectmen credited his "tireless efforts" with giving the board "an enviable reputation for efficiency and fairness," and in 1943 he helped the War Memorial Committee compile the town's Honor Roll and presented it to the town at its dedication on December 19. When the zoning by-law of 1945 created the Board of Appeals, he became its first chairman and led it until illness forced him to resign in 1950. In 1946 he was also on the town's Ambulance Committee.
On September 30, 1970, three years after he retired, the new middle school being built on Floyd Street was named for Dr. Orland S. Marshall, retired school physician. He died on September 29, 1971, before it was finished. The Dr. Orland S. Marshall Middle School opened in September 1972 with 1,500 pupils in grades six, seven and eight, and at its formal dedication members of his family and his friends were present. The Marshall Middle School still stands at 15 Floyd Street.
