Allan Bottomley (about 1837 to 1913) was the overseer of finishing at the Talbot Mills, the woolen mill at North Billerica, and a member of the School Committee from 1898 to 1903, when the town decided to build the Talbot School.

On April 14, 1887 he bought from Ann D. Elliott, widow of George P. Elliott, for $6,000, "the George P. Elliott Homestead, containing twenty acres, more or less, with the buildings thereon", at the corner of the road to Tewksbury, now Mt. Pleasant Street, and the road to Lowell, now High Street. The old house there is the Thomas Rogers House. He and his wife Jane soon sold most of the land to their neighbors: a strip on the west side to the Talbot Mills in 1889, and three parcels in 1887, 1890 and 1892, running back to High Street, to Isabella W. Clark, the wife of the mill treasurer Frederic S. Clark, which became part of the grounds of the Frederick S. Clark House.

On the School Committee he was secretary in 1899 and chairman in 1900 and 1903, and he had the particular charge of the Talbot and Union Hall schools in the mill village. He was re-elected in March 1900 with 238 votes to 195 for Edward L. McMahon. At the town meeting of 1901 it was he who moved that the town buy land at North Billerica and build a schoolhouse on the plans of Cooper and Bailey of Boston, that it borrow $25,000 for the purpose, and that it set up a sinking fund to pay off the bonds. He was chosen with John A. Richardson and Joseph F. Talbot as one of the first commissioners of that fund (Sinking Fund Commissioner), and the new Talbot School opened in 1902. In September 1901 he served on the committee that drew up the town's resolutions at its memorial service for President McKinley.

By 1908 he had retired. In September 1911 he had O. M. Snell survey five house lots along High Street north of his house, and sold the first of them, with the old barn, to John E. Rowell. He died on January 16, 1913. His widow Jane kept the house; after her death her executors, Lillie Bottomley, the librarian of the Talbot Mills circulating library, who had lived in the household for many years, and Frederick Bottomley of Haverhill, sold it in 1921 to Forrest W. Todd.
