The Talbot Mills housing is the mill village of the Talbot Mills in North Billerica, on Wilson Street and Talbot Avenue between the Concord River, Lowell Street and Colson Street. The company's tenement houses had stood there since the nineteenth century. In 1926-1927 and 1934 J. C. and W. T. Monahan, civil engineers, surveyed the property, and in 1936 the Talbot Mills recorded two plans "showing division into lots" so that the houses could be sold: Plan A, recorded October 1, 1936 (Plan Book 60, Plan 25), covering Wilson Street, Talbot Avenue around the Talbot Mills Oval, and the lots between them and the river, and Plan B (Plan Book 60, Plan 28), covering the houses on Lowell Street and Elm Street near the mill and the wool storehouse.
Most of the lots on the plans carry existing double and single houses. Lot numbers ran from 1 to 71; a laundry stood on the river side of Wilson Street, and the American Legion, the Baptist Society of North Billerica and the Roman Catholic Archbishop of Boston held land on Talbot Avenue and Colson Street. The sale turned the company's mill housing into a neighborhood of private homes.
